Tension escalated at Jinja City Hall when police detectives, in collaboration with the State House Anti-Corruption Unit, raided the City headquarters and arrested two officials from the Education Department.
The arrested individuals are Haruna Mulopa, the Acting Education Officer, and Sam Ngobi, a Sports Officer.
The arrests are part of an ongoing investigation into the mismanagement of capitation grants, including Universal Primary Education (UPE) funds, amounting to over Shs1 billion.
According to Emmanuel Bunya, Communications Officer for the State House Anti-Corruption Unit, the two, along with former City Education Officer Amina Mutesi, who was interdicted in 2022, are accused of diverting UPE funds to a private account linked to a Teachers’ Association.
The investigation, which dates back to 2018, suggests that city officials have been colluding to divert approximately Shs1.4 billion meant for UPE to this private account.
Additionally, it is alleged that Amina Mutesi was involved in the illegal leasing of Spire Road School structures to Makerere University.
As the investigation progresses, the State House Anti-Corruption Unit has summoned Amina Mutesi for questioning.
Bunya confirmed that further investigations are underway to identify other officials who may have been involved in the scheme.
The arrested officers are expected to appear in the Anti-Corruption Court in the coming days as the investigation expands to capture all individuals involved in the misuse of public funds intended to support education in Jinja City.
