The Chairman of the Electoral Commission (EC), Justice Simon Mugenyi Byabakama, has assured the public that the upcoming Kawempe North by-election will be free, fair, and transparent.
Speaking in an interview with NBS Television on Monday, Byabakama addressed concerns over the conduct of security agencies, particularly the police, following recent incidents involving the National Unity Platform (NUP) supporters.
“As the Electoral Commission, we strongly condemn the brutality exhibited by the police and JATT in Kawempe,” Byabakama stated. “However, the police have since apologized, and we are optimistic that the election process will be conducted in a free and fair manner.”
He emphasized the importance of all stakeholders maintaining peace and order. “A credible election requires the cooperation of voters, candidates, and security agencies to ensure a smooth process that upholds democratic principles,” he added.
The Kawempe North parliamentary seat fell vacant following the death of Muhammad Ssegirinya on January 9, 2025, after weeks of hospitalization. The by-election has attracted ten candidates, with Nalukoola Kigozi and Nambi emerging as frontrunners.
Other contenders include Henry Kasacca Mubiru (Democratic Party), Sadat Mukiibi (Forum for Democratic Change), and Ismail Musiitwa (People’s Progressive Party).
Several independent candidates are also in the race, including Mohammad Luwemba, a former aide to the late Ssegirinya, and Moses Nsereko, who lost in NUP’s primaries. Others are Hanifa Karadi, Mutazindwa Muhamood, and Engana Maitum Stanley.
As the election date approaches, all eyes remain on the EC to deliver a credible process that reflects the will of the people of Kawempe North.
