Kampala, Uganda |Arthur Mugyenyi has officially assumed office as the new Director General of the Internal Security Organisation (ISO) following a handover ceremony held Tuesday in Kampala. The event was presided over by Security Minister Maj. Gen. (Rtd) Jim Muhwezi.
Mr. Mugyenyi replaces Col. Emmy Katabazi, who had been serving in an acting capacity since the death of Brig. Gen. Charles Oluka in January this year. Katabazi has now been appointed Deputy Ambassador.
In his remarks, Minister Muhwezi congratulated the incoming leadership and thanked the outgoing team for their service.
“I congratulate the incoming DG ISO Mr. Arthur Mugyenyi and his Deputy. I thank the outgoing team for their efforts. The new team has its work well cut out. The stakes are high, but I have faith that they are ready to rise to the challenge and restore ISO to its former glory,” said Muhwezi.
Mugyenyi’s appointment was announced earlier this month by President Yoweri Museveni, alongside that of Mr. Tony Kinyera Apecu as the new Deputy Director General.
Both are expected to revamp Uganda’s domestic intelligence operations amid renewed focus on internal security threats.
Mugyenyi has a long background in intelligence while Apecu previously served as a senior analyst in the Office of the President and holds a Master’s degree in Public Policy and Management from the University of York in the UK.
Their appointments mark a new chapter for ISO, which has undergone leadership transitions and strategic shifts in recent years.
